Romania has lost roughly 3-5 million citizens since EU accession in 2007 — the most catastrophic peacetime demographic contraction in the EU. The population officially fell from ~23 million to ~19 million, but real numbers (including unregistered emigrants) suggest effective population is closer to 16-17 million. The 'falling' youth unemployment trend (21.6% → 20.5%) is pure cope: the denominator collapses as the most capable under-30s leave for Spain, Italy, Germany, and the UK. The remaining workforce is aging rapidly (median age 43.9, old-age dependency 31.6%) with a collapsing birth rate (~1.7). Rising overall unemployment (4.8% → 6.2%) confirms that even the domestic labour market is shedding jobs — AI will accelerate this by killing the entry-level IT and BPO roles that absorbed the graduates who didn't emigrate. Romania is essentially subsidising Western European labour markets with its own future tax base, and AI is about to make this dependency terminal.

Romania has a nominal 'National Strategy on AI' adopted under EU pressure but with no serious funding attached. The country pins its hopes on EU Recovery and Resilience Facility money — much of which is being renegotiated or delayed due to fiscal slippage. There is no industrial strategy for the post-outsourcing era, no retraining infrastructure at scale, and the IT sector's lobby is still in denial about how fast AI coding tools are compressing junior developer demand. The political class remains fixated on wage convergence with Western Europe while the underlying export model collapses.
