Romania is the textbook brain-drain case: since 2007 accession, net emigration is estimated at 3-4 million, overwhelmingly aged 18-35, with the most educated leaving first. Median age of 43.9 and old-age dependency ratio of 31.6% mask a far worse trajectory because the productive-age cohort has been actively exported. The 'falling' youth unemployment from 21.6% to 20.5% is demographic self-harm dressed as recovery — when young Romanians can't find work, they leave for Spain, Italy, Germany, and the UK, and the rate mechanically improves. The country left behind has fewer innovators, fewer taxpayers, and an aging population that AI displacement will hit precisely where it can least afford it.

Romania has no coherent national AI strategy beyond inherited EU digital frameworks and the reflexive rhetoric of attracting more outsourcing FDI. PSD-led governments cycle through corruption scandals and pension promises while the IT outsourcing sector — the country's main growth story — faces terminal AI exposure. EU recovery funds are being absorbed into infrastructure with minimal focus on retraining for an economy whose comparative advantage (cheap educated labour) is exactly what AI eliminates.
