Portugal has no sovereign AI strategy beyond hosting Web Summit and absorbing EU recovery funds. The government's response to automation is essentially 'we'll train people for tech jobs' while doing nothing about the structural reality that 500,000+ young Portuguese already voted with their feet. Public administration, the largest employer in many regions, has zero digital transformation roadmap beyond chatbot procurement.
