Malta's headline 3.5% unemployment is a small-sample-size artefact — with 540,000 people, a few thousand leaving for London, Sydney, or Dubai moves the needle. Emigration to the UK (pre-Brexit and via ancestry visas) and Australia has historically drained ambitious young Maltese, though citizenship-by-investment schemes have partially masked this by inflating the tax base with wealthy non-EU residents. The old-age dependency ratio of 26.6% combined with a TFR around 1.5 means the working-age population will shrink structurally, while iGaming's automated fraud detection, AI customer service, and algorithmic compliance will hollow out exactly the white-collar back-office roles that employ the next generation.

Malta has no coherent AI strategy beyond positioning itself as a regulatory sandbox — the same playbook it used for blockchain and DLT, neither of which delivered promised jobs. The EU AI Act is treated as an administrative compliance exercise. There is no retraining infrastructure for a workforce specialized in customer support for online casinos and seasonal hospitality work. The government's digital strategy focuses on e-government services, not on preparing citizens for labor displacement.
