Estonia lost roughly 15% of its population between 2004 and 2024 — primarily working-age youth decamping to Finland, Sweden, and the UK. The 22.7% youth unemployment rate severely understates the damage: it's a stock figure on a shrinking denominator. The doubling of youth unemployment (9.4% → 18.4%) suggests AI/automation is now hitting entry-level services even before the emigrants finish settling in Helsinki. Old-age dependency at 32.9% and rising means the fiscal base is collapsing while pension obligations grow — a textbook demographic death spiral disguised as 'successful digitalization.' Estonia is the canary: a country that did everything 'right' on tech and is still bleeding out demographically.

Estonia has a national AI strategy (the 'KrattAI' initiative) and loves to position itself as the EU's AI sandbox. Retraining infrastructure exists in name but is laughably thin for a workforce this small and shrinking. The government treats AI as an export product and brand asset, not as a domestic labor-market disruption — because acknowledging displacement would mean acknowledging that the people being displaced already left for Finland.
