Historical brain drain to the UK, Greece, and Australia hollowed Cyprus before AI even arrived — losing your top talent from a 1.3M population is a civilizational wound, not a footnote. The youth unemployment surge from 12.3% to 20.4% is genuinely alarming and likely understates dysfunction because Cyprus was historically a sender state (now partly a receiver of low-skilled migration, which is the wrong migration). Post-Brexit closure of the UK emigration valve means either young Cypriots are stuck and unhappy, or they're finding new routes to leave — neither is good. The 27.4% old-age dependency looks manageable but masks that the productive workforce is shrinking while AI threatens the entry-level finance and tourism jobs that historically absorbed returning graduates.

Cyprus has a Deputy Ministry of Research, Innovation and Digital Policy but with negligible capacity. The strategy amounts to rebranding banking as fintech, tourism as 'experiential travel,' and shipping as 'blue economy.' No serious AI retraining infrastructure exists for a workforce that is already over-concentrated in automatable service sectors. Recovery and Resilience Facility money is being spent on token digitalization projects rather than structural transformation.
