Cyprus is a net emigration country wearing the clothes of a receiving one. Yes, it imports Greek, Russian, Ukrainian, and South Asian labour to staff hotels and construction sites—but the native Cypriot youth brain drain is severe, with thousands of under-30s leaving for the UK (pre-Brexit), Greece, and Germany annually. The headline 7.8% youth unemployment is a statistical illusion; the trend shows it has nearly DOUBLED from 12.3% to 20.4% over twelve months, suggesting either accelerating departure or genuine entry-level collapse. Old-age dependency at 27.4% is moderate, but with fertility at ~1.4 and the brightest young Cypriots already in London fintech, the demographic trajectory is a slow-motion countdown.

Cyprus has a 'Digital Decade' strategy and participates in EU digital initiatives, but with a population smaller than most EU cities, it has no domestic AI champions, negligible R&D capacity, and no industrial policy beyond tax incentives for tech companies that mostly route through Limassol for the favourable rate. The government's AI strategy is essentially 'hope the EU funds something' and 'maybe the shipping registry survives autonomous vessel regulation.' There is no serious retraining infrastructure for the tens of thousands of tourism, finance, and shipping services workers whose jobs face the highest automation displacement in the EU.
