Austria is a receiving state par excellence — its labour force is propped up by net migration from Romania, Slovakia, Hungary, and the Balkans, filling care work, construction, hospitality, and seasonal tourism. Median age of 44.5 and fertility around 1.35 mean the native pipeline is dead; without imported workers, the dependency ratio would explode. The catch: youth unemployment has risen from 9.6% to 12.0% in twelve months, and general unemployment jumped from 4.5% to 6.7% — suggesting even the absorption machine is breaking down as the economy slows. When AI kills the care, hospitality, and clerical jobs these migrant workers do, Austria loses both the labour and the demographic lifeline in one blow.

Austria has no coherent national AI strategy to speak of — it hides inside EU frameworks while delegating actual industrial adaptation to the private sector and the social partners. The Kickl government is focused on migration, sovereignty, and cultural grievance, not on retraining the tourism workforce or future-proofing the automotive supply chain. The famed 'Sozialpartnerschaft' model of consensus between unions and employers is structurally incapable of moving fast enough to address cognitive automation.
